DOHA-

Qatar and Mozambique have signed a bilateral labour recruitment agreement aimed at opening new employment opportunities for Mozambican workers in the Gulf state while strengthening legal protections and establishing more structured recruitment procedures.

The agreement was signed during the Second Doha Dialogue on Labour Mobility between Africa and the Gulf Cooperation Council countries, held in Dar es Salaam, Tanzania, on October 5-6.

Qatar’s Minister of Labour, Dr. Ali bin Samikh Al Marri, signed the agreement with Mozambique’s Minister of Labour, Gender and Social Action, Ivete Alane.

The initiative establishes a framework for facilitating the recruitment and employment of Mozambican nationals in Qatar through regulated procedures designed to protect workers throughout the migration and employment process.

New Employment Opportunities for Mozambican Workers

According to an announcement published on the Mozambican government’s official website on October 7, the agreement creates a legal framework for expanding employment opportunities abroad while promoting safe, regular and orderly labour migration.

The government said the arrangement seeks to strengthen safeguards for Mozambican workers and improve monitoring mechanisms during recruitment and employment.

The agreement also provides a basis for closer cooperation between the two countries in matching available employment opportunities with the qualifications of prospective workers.

Qatari newspaper Lusail reported on October 15 that the agreement includes the establishment of a joint committee responsible for reviewing employment opportunities in Qatar and assessing their compatibility with the skills and professional qualifications available in Mozambique.

The initiative is intended to help meet demand for qualified workers in Qatar’s private sector while creating additional employment pathways for Mozambican citizens.

Worker Protection and Recruitment Procedures

Worker protection is a central component of the new arrangement.

Mozambique’s government emphasized that overseas employment opportunities should be developed through formal recruitment channels that safeguard workers’ dignity, security and legal rights.

The agreement is expected to provide a framework for monitoring recruitment procedures and employment conditions.

However, the Mozambican authorities have not yet announced specific recruitment requirements, application procedures or the number of workers who could benefit from the arrangement.

The government said these details would be communicated through official institutions and authorized channels.

It also warned prospective applicants against responding to unauthorized employment advertisements or dealing with unapproved recruitment intermediaries.

Expanding Africa-Gulf Labour Cooperation

The agreement was concluded during a regional gathering focused on strengthening cooperation between African labour-sending countries and Gulf employment markets.

The Second Doha Dialogue brought together ministers, government representatives and international organizations to discuss practical approaches to labour mobility.

The discussions addressed issues including fair recruitment, skills development, employment opportunities and the protection of migrant workers.

For Qatar, the agreement with Mozambique aligns with efforts to strengthen its workforce and attract qualified professionals in accordance with the country’s National Development Strategy 2024-2030.

For Mozambique, it provides an additional framework for pursuing overseas employment opportunities under government-supervised arrangements.

Implementation Remains the Next Step

The agreement establishes a foundation for future recruitment cooperation, but its practical impact will depend on the procedures adopted by the two governments.

The number of workers to be recruited, the sectors in which they may be employed and the timetable for implementation have not yet been publicly specified.

The planned joint committee will have a role in identifying employment opportunities and aligning them with the qualifications of Mozambican workers.

The agreement nevertheless marks a development in bilateral relations, extending cooperation between Qatar and Mozambique into the management of labour mobility and overseas employment.

For Mozambican workers, its significance will ultimately depend on the availability of actual job opportunities and the effectiveness of the safeguards established to protect their rights.
